whatever langkah-langkah is undertaken the key attributes are:

1) the civil servants are well paid
2) all of them have the correct moral standpoint and understand the widespread implication of rasuah

1) civil servants have been having grand increments and bonuses. Coupled with virtually no risk of retrenchment, no requirement to work OT, pencens, gratuities, preferential treatment in government healthcare etc they are in a way, much better off than a lot of people in the private sector.

it is managing the cost of living in this country that would affect their livelihood

2) if you look at the respond of the Puspakom people - went on strike when ACA is cleaning up the un-islamic (or against any other religion for that matter) of corruption in Puspakom, we know that the people in there have lost the plot.

the question is, how many of the civil servants would react the same way or at least the same way when a similar action take place in their department?

Our education and media systems defeat attempts for public & open debate, do not punish crime but condone negligence and inefficiency (e.g. how many negligent doctors been dealt with accordingly?)

Malaysia do not have an adequate platform to promote attitude of righteousness, meritocracy, efficiency and accountability and after many years of environment to the contrary, to turn the whole thing around, is going to be very very difficult when you consider how entrenched some of the attitudes are

the first step is to take swift, decisive action on the issues highlighted by the AG report. When we see some former head of departments selling nasi lemak from his BMW then perhaps the message will sink in.

Yb, I am not comfortable as always the government servant will be tarnished but I belief it is more complicated than what we see and what many people do not know and it is always difficult. I am sure you know what have happened had taken roots well before. Whatever answers given are more of an eye wash rather than real commitment and deterrent. It is the check and balance system need to be revamped. It cannot be just answered in the Parliament, public interest group have to be involved to be clearly define so that national interest can be protected. Then it can be seen that no one is seen to be the victim of circumstances. Remember if we want to find fault is very simple, but the bigger shit as always not seen. Thank you YB. IN GOD WE TRUST.
